FINAL TRANSITIONAL ARRANGEMENTS FOR SELECTED EXPIRED MICT SETA QUALIFICATIONS
Dear Valued Stakeholders,
The MICT SETA wishes to inform Skills Development Providers (SDPs), employers, learners and other relevant stakeholders of the publication of the Directive on the Implementation and Transitional Arrangements for Pre-2009 Qualifications, Trades and Regulatory Unit Standards, published by the Minister of Higher Education and Training in Government Gazette No. 54858 on 17 June 2026. The Directive provides final transitional arrangements for identified legacy qualifications that remain critical to national skills development priorities.
IMPORTANT NOTICE
Stakeholders are advised that the qualifications listed below:
- Have NOT been re-registered;
- Remain expired qualifications;
- Are subject only to a final transitional extension for learner enrolment and achievement as determined in the Directive and the SAQA-published consolidated list; and
- May only be offered by Skills Development Providers that were historically accredited for these qualifications and that meet all applicable quality assurance requirements. New accreditation approvals will not be granted for these expired qualifications.
The extension does not constitute the reinstatement, re-registration or continued availability of these qualifications beyond the transitional arrangements. All stakeholders are urged to accelerate the implementation and uptake of relevant occupational qualifications and skills programmes in line with national policy.
MICT SETA QUALIFICATIONS GRANTED FINAL EXTENSIONS
The following MICT SETA qualifications have been granted a 6-month extension for learner enrolment and achievement:

QUALIFICATIONS NOT EXTENDED
Stakeholders should note that several expired MICT SETA qualifications were not granted any extension and therefore remain closed for enrolment and achievement in accordance with the applicable transitional arrangements, as they have been realigned and registered as either full qualifications.
These include, amongst others:
- Graphic Web Design and Multimedia
- Photography, Database Administration
- End User Computing
- Radio Production
- Film and Television Production Operations
- Advertising
- Animation
- Interactive Media
- Broadcast Engineering
- PC Support and PC Engineering qualifications.
STAKEHOLDER RESPONSIBILITIES
The Ministerial Directive expressly states that these extensions represent the final transitional arrangements as South Africa completes the migration from legacy qualifications to occupational qualifications and skills programmes. Stakeholders must therefore utilise the extension period responsibly and ensure that all learner achievements are completed, reported and uploaded in accordance with SAQA requirements and prescribed timelines.
