- Change in Authorised Signatory Details
Question: If the authorised signatory resigns before or after the due date of the WSP/ATR submission, should we update the appointment letter with the new details?
No. The MICT SETA considers the details of the authorised signatory as they appear on the Authorisation Form at the time it was signed. If there is a change in the signatory post-submission, the organisation may update its internal records; however, for compliance purposes, the details provided at the time of submission will remain in effect.
- Sampling of Proof of Training
Question: How should employers provide proof of training as part of the submission process?
The MICT SETA requires a sample of 10% of all reported training. Employers must provide supporting documentation, including but not limited to:
- Paid-up invoices
- Proof of payment from the bank
- Attendance registers
- Financial statements
This ensures that all reported training activities are verifiable and align with the organisation’s workplace skills plan.
- Classification of Skills Levels under WSP/ATR Forms
Question: How should employers classify skill levels when completing the WSP/ATR forms?
The National Qualifications Framework (NQF) provides a structured classification of skill levels, which should be adhered to when completing the forms. The MICT SETA recognises three main categories:
- Entry-Level Skills: NQF Levels 1–3
- Intermediate-Level Skills: NQF Levels 4–5
- High-Level Skills: NQF Levels 6–10
Employers should ensure that all employees are correctly classified based on their qualification levels.
- Inclusion of Resigned Employees in the Employment Profile
Question: Should resigned employees be included in the employment profile section of the WSP/ATR?
No. The employment profile should reflect only the current employees at the time of the WSP/ATR submission. Employees who resigned before submission should be excluded from the employment data.
- Inclusion of Medically Boarded Employees in the Employment Profile
Question: Should employees who have been medically boarded be included in the employment profile?
Medically boarded employees can be included only if the employer is still paying the Skills Development Levy (SDL) for them. If SDL contributions have ceased, they should be excluded from the employment profile.
- Learner Stipends Under Training Costs
Question: Should learner stipends be included under the proof of the cost of training?
Yes, stipends should be included, with the following exceptions:
- If the learning programme is a Learnership.
- If the learning programme falls within Category B, C, or D of the Learning Programme Matrix, such as:
- Higher Diploma (with/requiring workplace experience)
- National Diploma (with/requiring workplace experience)
- National Certificate (with/requiring workplace experience)
- Internships
- Articles
- Licensing Requirements
- Apprenticeships
Employers should refer to the SDF Reference Manual for more guidance on which costs qualify under training expenses.
- Reporting of Bursaries Funded by MICT SETA and Employer Contributions
Question: When reporting on bursaries that are partially funded by MICT SETA and partially subsidised by the company, should we report only the company’s contribution, or should the stipend received by the beneficiary also be included?
The total value of the bursary must be reported, which includes:
- The company’s contribution
- The stipend received by the beneficiary
This ensures that the full investment in the employee’s education and development is accurately reflected. Excluding the stipend may present an incomplete picture of the actual funding received by the beneficiary.
